Frequently Asked Questions
Who do the Heat Network Regulations apply to?
This can include district heat networks, communal heat networks, self-supply networks, industrial heat networks and shared ground loop networks.
If your organisation owns, operates, manages or supplies through a heat network, it’s important to understand whether you have responsibilities under the new Ofgem framework.
What is the deadline for heat network registration?
Although that may seem some way off, preparing for registration takes time. Organisations should be identifying responsibilities, reviewing compliance gaps and establishing the evidence they’ll need well before the deadline.
Does our managing agent become responsible for compliance?
While managing agents may undertake day-to-day operational activities, responsibility for complying with the Heat Network Regulations does not automatically transfer.
Organisations should ensure responsibilities are clearly defined and supported by appropriate governance and documented processes.
What has changed?
The regulatory framework now extends beyond metering and billing to include authorisation, registration, consumer protection and ongoing governance. This means organisations need to be able to demonstrate ongoing compliance, not simply understand the legislation.
We only have one communal heating system. Do the regulations still apply?
Heat Network Regulations apply to many communal heating and cooling systems, even within a single building.
If you’re unsure whether your network falls within scope, this webinar will help you understand the criteria and the practical steps you should take next.
What will I learn during the webinar?
- What Ofgem’s role means in practice
